The Clerks Office acts as legislative administrator for the Mayor and Council. Duties include recording and producing meeting minutes; indexing & logging Ordinances & Resolutions; insuring that the actions of the Mayor & Council are legally advertised; overseeing the codification of the City Code; pension coordinator; managing document & record retention schedules; administering beach equipment, photo & vehicle vending franchises; issuing Senior Citizen Bus Passes, Street Performer Permits & employee ID’s; conducting municipal elections (with the assistance of the Board of Elections); processing passport applications & Ocean City License Plate applications.

Municipal Election
Oct. 19, 2010

The office of mayor and three council positions will be voted during this regular election to be held on Oct. 19, 2010, in the Roland E. Powell Convention Center.

The polls will be open from 7 a.m. to 7 p.m. The filing deadline for candidates is September 21, 2010. You must be a resident and registered for Ocean City’s municipal elections to be eligible to vote. The registration deadline is Friday, October 1, 2010. Absentee ballots will be available after the filing deadline and must be requested by Oct 12, 2010.

Council Meetings:

The Mayor and Council meet for regular council meetings the first and third Monday of each month. These meetings begin at 6:00 p.m. and are held in the Council Chambers, City Hall. A previous Tuesday, 1:00 p.m., work session is usually held before this regular council meeting.

Ordinances:

Copies of all city ordinances, resolutions and charter resolutions are on file. Some of these go back to the late 1800's. Our Code of the Town of Ocean City was revised during the fall of '99 and is added to this home page.

Voter Registration:

Universal Registration and the National Voter Registration Act ("Motor Voter") have placed the responsibility for voter registration with the county election board. If you reside within the corporate limits of Ocean City and wish to register to vote, you may fill out a form obtained at City Hall, the local Post Office, Northside Park, the Public Safety Building or by calling the Worcester County Election Board Office at (410) 632-1320. Mail the completed form back to the county election board, using the address provided. After processing, the county returns a list of all eligible voters to the city. We use this list for our election. Only one registration is necessary to assure your voting eligibility for Federal, State, County or municipal election.

Passports:
Recognized Passport Acceptance Location. You may apply for your US Passport at the Clerk's Office, room 220, City Hall, between the hours of 9:00 am to 4:00pm, Monday, Wednesday, Thursday, and Friday (except holidays) and Tuesday's from 9 am to 12:00 noon. You will need two (2) checks, proof of US Citizenship, proof of identity and two (2) recent 2"x2" photographs. Clerks Office can provide photos for you at $10.60 per applicant. Boards:

The Clerk's Office schedules meetings and assists the following boards: Please direct your inquiries to these boards to the Clerk's Office.

Board of Elections - Seven member board appointed by the Mayor and Council on or before the third Monday of May in every even numbered year. Appointed for two year term. Current members are: Mary A. Bradford, Chairman, Jamie Albright, Amy Rothermel, Gertrude Apple, Barbara Schmitt, Debi Cook and Vicky Barrett.

This board reviews the voter rolls and recommends changes or corrections as appropriate. They conduct the municipal election.

Noise Board - Seven member board appointed by the Mayor and Council for a three year term. The members are:

Herbert B. Ashley, Frank A. Gunter, Betty Phillips, Jacqueline Friedman, Sean M. Rox & Brett Wolf.

This board handles complaints concerning violations under the provisions of Chapter 30, Noise. They work with members of the police department to reach solutions and offer recommendations to reduce problems caused by the town's transient and temporary population.

Ethics Commission - Five members and two alternate members appointed by the Mayor and Council for a three year term. Members are: Charles A. Barrett, Chairman, Paul Stewart, Joe Mulholland, John Tilghman, Thomas Howarth, Carroll W. Wagner.

The Ethics Commission reviews all required forms under Chapter 2, Public Ethics Financial Disclosure. They provide published advisory opinions to persons subject to this chapter and they process and make determinations as to complaints filed by any person alleging violation of this chapter.

Beach Mediation Board - Five member board appointed by the Mayor and approved by the Council. One member must be a member of the City Council. Appointed for terms beginning and ending with the term of the appointing Mayor. Members are: Larry Layton, Ed Smith and William Bandorick III.

This board receives and handles complaints for the beach equipment rental franchise and beach photographers franchise. They conduct the bid opening for the beach equipment rental franchise.

Pension Trustees - Currently there are eight pension trustees. By tradition, the Mayor (Richard Meehan) and Council President, (Joseph M. Mitrecic) serve as members while they hold their respective office. Other members include: Guy Ayres, City Solicitor, Reese Cropper, Geoffrey Robbins, Tim King, general employee representative, Pam Marshall and public safety representative, Mike Levy

The trustees have fiduciary responsibility for the town's public safety and general employee pension plans.
