Hal Adkins

Hal O. Adkins: Public Works Director, received a B.S. degree from the University of Maryland in Construction Management and Engineering. Prior to becoming the Public Works Director in 1988, he served as Project Manager for the Town's Engineering Department and as Plans Examiner for the Department of Planning and Community Development. His employment with the Town began in May of 1984. He is presently an active member of the American Public Works Association, the American Water Works Association, the Solid Waste Association of North America, the Community Transportation Association, and the American Society of Civil Engineers. Jim Parsons

James D. Parsons: Chief-Deputy Director of Utilities, native of West Ocean City. Jim received a B.S. Degree in Biology from Salisbury University in 1983 and a M.S. Degree in Civil Engineering from Virginia Tech University in 1996. He worked for the State of Maryland from 1983 until 1992, first at the county level and then as Eastern Shore regional representative for the Maryland Department of the Environment. Jim accepted a position with Perdue Farms in August 1992, where he worked as an environmental engineer and then corporate environmental manager until joining the Town of Ocean City in November 2007. He is a licensed Wastewater Operator in Virginia, and a Certified Nutrient Management consultant in Maryland and Delaware. Jim is a member of the American Water Works Association, the Water Environment Federation, the Maryland Coastal Bays Foundation, and a past member of the Board of Directors of the Alliance for the Chesapeake Bay. Dick Malone

Richard Malone: Deputy Director Public Works, began his employment with the Town in 1991 when the Town purchased the Ocean City Recycling Center from him and hired him as the Town's first Recycling Coordinator. In this position he helped build the Town's recycling services and infrastructure. Prior to his employment with the Town Mr. Malone completed a Union carpentry apprenticeship and worked as a carpenter for twenty years. The last eight of these years he operated RAM Contracting Inc. which did both residential and commercial construction including the rebuilding of parts of the Ocean City Boardwalk after Hurricane Gloria. Since 1996 Mr. Malone had worked directly for Director Adkins on all types of Public Works projects. His current duties include operating the Town's concrete recycling operation, cleaning up the Town's old landfill, acting as the leasing agent for cell sites on Town properties and participating in the planning and day to day supervision of Public Works capital projects. George Goodrow

George W. Goodrow: Airport Manager, holds a BA degree from Troy State University and a Masters degree from University of LaVerne. Mr. Goodrow is a 21-year veteran of the U.S. Army and has been with the Town of Ocean City since May 2000. He is an active private pilot flying regularly into and out of Ocean City Municipal Airport. He has been recognized by the American Association of Airport Executives as a “Certified Airport Manager”. E-Mail

 

Dean Dashiell

Dean M. Dashiell: Senior Project Manager – joined the Town of Ocean City in 1999, after 30 years in the private Construction Industry managing projects in Dover, Delaware, Easton, and Salisbury, Maryland, the largest totaling $32 million dollars. He currently is a Certified Traffic Control Supervisor for the Town, member of the Ocean City Volunteer Fire Company, and a member of Ocean City Mobile Command Unit Team. E-Mail

 

John VanFossen

John VanFossen: Maintenance Manager - John has been employed with the Town of Ocean City since 1970 when he received his A.A. Degree in Accounting & Business Administration from Goldey Beacom College in Wilmington, Delaware. John started his career as Assistant to the City Clerk in City Hall working within finance, purchasing, personnel, and collections for his first 13 years. In 1984, he transferred to the Public Works Department holding various administrative positions as General Foreman, Supervisor, Assistant Superintendent, and currently, Manager of the Maintenance Division. Over his career, he has completed varied continuing education courses and training holding numerous certifications. John is an active life long member of the Ocean City Fire Department and currently holds the distinguished “Gold Badge” membership. E-Mail

 

Bill Bratten

Bill Bratten: Construction Manager – has worked in the public works department for more than 25 years. He began his career with the city on the storm drain crew and worked his way up to Assistant Superintendent. He has recently assumed the duties of Manager of the Construction Division. He has been married for 37 years to Linda. They have a son, Jason. Bill grew up in Pittsville and served in the US Army. He spends most of his day in the field solving on the job problems that arise and meeting with citizens or other departments. He works closely with engineering, water, wastewater, and the parks departments. Bill has been instrumental in the success of our larger projects such as Baltimore Avenue 15-33, 1st to S. 1st on Philadelphia, 94th Street, and S. Ocean Drive. At the end of the day he heads for home, but if a water main breaks, a snow storm threatens, or a hurricane approaches he is called out and always responds.

Woodrow Shockley

Woodrow W. Shockley, Jr.: Solid Waste Manager – certified with the Solid Waste Association of North America as a Collection Systems Manager. He is also a member of Environmental Industry Associations, the Worcester County Solid Waste Advisory Board and the Maryland Recyclers Coalition. Prior to becoming the Superintendent of Solid Waste in 2000, he was also the Superintendent of Public Works from 1990 to 1996 and the Superintendent of Transportation from 1996 to 2000. George Thornes

George T. Thornes: Superintendent of Transportation – Prior to joining the Town of Ocean City in April 2004, George spent 16 years with Crown, Cork, & Seal Co. of Philadelphia, Pa. and 4 years with Mountaire Farms of Selbyville, De. in Commercial Fleet operations. George’s father was a heavy equipment mechanic as well as two brothers; he has spent his life around heavy/commercial equipment. George holds a Master’s degree in Transportation & Logistics from Wilmington University. He is an active member of the Transportation Association of Maryland. E-Mail

 

Charles Felin

Charles F. Felin: Superintendent of Wastewater - served 6 years (1971-1977) in the United States Army Reserve. Attended Broward Junior College and Charles County Community College. Mr. Felin has been with the Ocean City Wastewater Department since March 1972. He is a licensed Wastewater Operator and Superintendent in the state of Maryland. He is also an active member of the Water Environment Federation and the Water and Wastewater Operators Association of Maryland, Delaware and the District of Columbia. E-Mail

 

Perry Linz

Perry R. Linz: Superintendent of Water - served 4 years in the United States Navy as a jet mechanic/ flight engineer. He received an Associate of Arts degree from Catonsville Community College before moving to the Ocean City area in 1978. He also attended Delaware Technical and Community College taking courses in plumbing and pipe fitting. He began employment with the city in 1979 as an unlicensed Water Treatment Plant Operator. He became a licensed Class III Water Treatment Plant Operator, then a Class IV Operator and ultimately a licensed Superintendent of Water in 1998. In 2003 he was appointed Superintendent of the Ocean City Water System by the Mayor and City Council. He is presently a member of the American Water Works Association, the Maryland Rural Water Association, the American Legion and The Ocean City Marlin Club. E-Mail
