  • The allocation and selection for Designated Spaces shall only be in effect from May 15 through September 15 of each year.
  • A Designated Space or Designated Spaces are located on the Street Ends between and including South First Street and Ninth Street, except the Street Ends at North Division and Dorchester Street which must remain clear for emergency vehicle access.
  • Only Performers and Vendors seeking to utilize Street Ends located between and including South First Street and Ninth Street are subject to the allocation and selection system.
  • There are 33 Designated Spaces.
  • Spaces are marked.
  • Spaces are available, by lottery, for selection once a week, on Mondays at City Hall. Spaces are available for two periods of use; Monday-Thursday and Friday-Sunday. All selections must occur on Mondays one week in advance of using the desired Designated Space. For example:

To obtain a Designated Space from Monday, July 18 through Sunday, July 24, you must be present for the lottery drawing on Monday, July 11.

  • Persons seeking to obtain a Designated Space shall arrive at City Hall between 9:00 a.m. and 9:30 a.m. and the drawing will commence at 9:30 a.m. When name is drawn, Performers and Vendors select space for both periods of time, but each time period must be for a different designated space.
  • No Performer or Vendor can select the same space within a two consecutive-week period.
  • There will be two drawings, one for 10×10 spaces, for Performers and Vendors who actually require that much space for his/her performance, and another drawing for remaining 10×10 spaces and all other Designated Spaces.
  • Any spaces not taken in the lottery shall be available on a first come, first served basis until Friday at 3:00 p.m.
  • Spaces can be shared between two Performers or Vendors, concurrently or separately.
  • Performers and Vendors will provide their name and nature and scope of activity.
  • If the activity does not conform to the definition of permissible performing and vending, the Clerk shall refuse to permit a person to select a space.
  • At Street Ends between 10th and 27th Street, Performers and Vendors may engage in expressive activities on a first come, first serve basis and are not required to engage in the allocation and selection process for Designated Spaces; however, all other rules and regulations governing Performers and Vendors apply.
