The Background: How Did We Get Here?
In 2016, Worcester County (County) and the Maryland Stadium Authority (MSA) engaged Crossroads Consulting Services LLC (Crossroads) to conduct a market analysis that assessed the merits of a new outdoor sports field complex that would serve as a catalyst for sports tourism in the County while also meeting the recreational needs of residents.
On January 19, 2016, Worcester County Commissioner Joe Mitrecic reported to the Mayor & City Council the sports complex and arena study was moving forward with a MD Department of Commerce grant.
During the Capital Improvement Plan (CIP) meeting on November 15, 2017, there was a consensus to allocate funds for a feasibility study for a north Worcester County sports complex. The Sports Complex was mentioned as a future project on the 2018 Strategic Plan Update.
At the January 29, 2019, Mayor & City Council meeting, a motion was approved for staff to research request for proposal costs associated with the establishment of a sports complex and its potential economic benefit to Ocean City.
On March 26, 2019, the sports complex study scope of services was presented, and a motion was approved for the Mayor to write a letter requesting the MD Stadium Authority initiate a sports complex study. The complex was elevated to ‘very important’ during the FY22 Capital Improvement Plan (CIP) discussion.
At the July 6, 2021, MCC meeting, Commissioner Mitrecic reported an appraisal was sought for a substantial piece of property to build a sports complex.
At the March 29, 2022, Mayor & City Council meeting, a motion was approved to move forward with a formal request to the MD Stadium Authority to update the sports complex economic study, to complete a master plan for the proposed complex project and to determine a cost estimate for the proposed project.
Special meeting of the Mayor & City Council took place April 27, 2023, to present the Sports Complex Study.
At the May 30, 2023 Work Session, a motion was approved that Ocean City take the lead on the development of a sports complex in close proximity to the City and appoint a task force to evaluate the scope of the project, the location of the indoor and outdoor facility and the funding sources.
August 1, 2023: Mayor appointed Sports Complex Task Force members.
September 13, 2023: First task force meeting was held.
Where Are We Now: The Mayor's Task Force
On September 13, 2023, Mayor Rick Meehan held a meeting at the Roland E. Powell Convention Center. The meeting, which lasted four hours, discussed the history of the Sports Complex project in Worcester County and included presentations from the Maryland Stadium Authority and Sports Facilities Management. The task force unanimously agreed on the following issues:
a. Scope: Indoor and Outdoor.
b. Sports: All sports that are possible to fit on site. Emphasis on lacrosse.
c. Size of Property: Big enough property to accommodate what is being proposed with the ability for future expansions.
d. Determine best course of action for following up with the legislature: Work with the Maryland Stadium Authority through the legislative process with the Maryland General Assembly to:
i. In 2023, obtain funding for design.
ii. In 2024, obtain funding for the project to move forward with construction.

This question can be answered in three words: Worcester County Children. This is the essence of our county with Ocean City being the Mid Atlantic’s playground. Virginia Beach, Myrtle Beach and Atlantic City have all invested in sports. In fact, they are all success! HBO did a REAL SPORTS Documentary on Youth Sports that everyone should view.
Yes, both the county and the city contracted the Maryland Stadium Authority/Crossroads Consulting for the purpose of the development of a sports complex. In addition, the internal staff of Worcester County comprised of the county administrator, assistant county administrator, planning and zoning director, county attorney, finance director, economic development director and director of recreation and parks reviewed and recommended the project.
