Arrests Made by Ocean City Police During October’s Special Event Zone
Ocean City, MD- (October 12, 2022): The Town of Ocean City was designated a Special Event Zone from Tuesday, October 4, 2022, through Sunday, October 9, 2022, for the Endless Summer Cruisin’ event.
The Special Event Zone reduces established speed limits in the zone and increases fines for violations. In addition, legislation signed in 2020 allows for increased penalties for specific motor vehicle violations. Similar to a Construction Zone, violators could face increased fines or, in some cases, arrest.
With thousands of car enthusiasts in our resort community last week, the Ocean City Police Department’s primary focus was the safety of our residents and visitors. Due to the hard work and dedication of the officers, the following 31 arrests were made by the Ocean City Police Department throughout the past week:
– Eric Swick, 18, Salisbury, MD: Driving/attempting to drive a vehicle while under the influence of alcohol, driving/attempting to drive while under the influence of alcohol per se, driving/attempting to drive while impaired by alcohol, failure of the vehicle to yield intersection right-of-way to another, driver failure to obey properly placed traffic control device, and driver failure to stop at a steady circular red signal. Swick was seen by a Maryland District Court Commissioner and released on personal recognizance.
– Nancy Lancione, 65, Ocean City, MD: Bench warrant. Lancione was seen by a Maryland District Court Commissioner and released on personal recognizance.
– Isaiah Robinson, 24, Fleetwood, PA: Driving a motor vehicle in a manner intended to cause excessive noise, a motor vehicle not equipped with an exhaust muffler system, and exhibition driving within a special event zone (2 counts). Robinson was seen by a Maryland District Court Commissioner and released on personal recognizance.
– Jaden Maddox, 18, Salisbury, MD: Fighting knife (3 counts), and driving/attempting to drive a motor vehicle on the highway without the required license. Maddox was seen by a Maryland District Court Commissioner and released on personal recognizance.
– Taylor Fowlkes, 22, Sykesville, MD: Concealed deadly weapon, and fighting knife. Fowlkes was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Levi Robey, 26, Eldersburg, MD: Disorderly conduct. Robey was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Ryan Parham, 38, Columbia, MD: First-degree assault, second-degree assault, reckless driving vehicle in wanton and willful disregard for the safety of persons and property, failure to immediately stop the vehicle at the scene of an accident involving bodily injury, failure to immediately return and remain at the scene of an accident, failure of vehicle driver in an accident to report bodily injury, driving a motor vehicle in manner intend to cause skidding, driving a motor vehicle in manner intended to cause wheels spinning, negligent driving vehicle in a careless and imprudent manner, exhibition driving within special event zone, special event- negligent driving, and special event-skidding, spinning wheels, excess noise. Parham was seen by a Maryland District Court Commissioner and was held without bond.
– Micah Hoerr, 21, Airville, PA: Open container and exhibition driving within a special event zone. Hoerr was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Robert Lane, 42, Hagerstown, MD: Driving a motor vehicle in a manner intended to cause excessive noise, exhibition driving within a special event zone, and special event- skidding, spin wheels, excess noise. Lane was seen by Maryland District Court Commissioner and was released on a $3,000 unsecured bond.
– Bert Miller, 53, Halethorpe, MD: Driving a motor vehicle in a manner intended to cause excessive noise, reckless driving vehicle in wanton and willful disregard for safety of persons and property, exhibition driving within a special event zone, negligent driving vehicle in a careless and imprudent manner, and special event-skidding, spin wheels, excess noise. Miller was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Jesse Miller, 26, Madisonville, TN: Trespass-posted property. Miller was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Philip Whaley, 38, Salisbury, MD: Second-degree Assault, resist/interfere with arrest, and obstructing & hindering. Whaley was seen by a Maryland District Court Commissioner and was released on a $3,000 unsecured bond.
– Michele Ornelas, 46, Fayetteville, NC: Failure to display two lighted front lamps when required and driving/attempting to drive a motor vehicle on the highway without the required license. Ornelas was seen by Maryland District Court Commissioner and was released on personal recognizance.
– Erica McClain, 28, Kennett Square, PA: Fugitive warrant. McClain was seen by a Maryland District Court Commissioner and held without bond.
– Isaiah Singleton, 18, Accomack, VA: Loaded handgun in a vehicle, handgun in a vehicle, possession of firearm/ammo/minor, concealed deadly weapon, the driver failed to stop at a steady circular red signal, the driver failed to make a left turn from the extreme left lane, failure to display license on demand, driving/attempting to drive the vehicle on highway without the required license, failure to display registration card upon demand by a police officer, and driver using hands to use a handheld phone while in motion. Singleton was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Douglas Hall Sr., 58, Seaford, DE: Driving/attempting to drive a vehicle while under influence of alcohol (2 counts), driving a vehicle while a removable windshield placard is hanging, use of disabled person parking placard if not disabled, driving a vehicle on the highway at speed exceeding the limit by 1-9 mph, special event zone- exceeding the posted speed limit, driving/attempting to drive a motor vehicle on highway without the required license, and the person driving a motor vehicle on the highway on a suspended license. Hall was seen by a Maryland District Court Commissioner and released on personal recognizance.
– Boburkhon Naberaev, 21, Brooklyn, NY: First-degree assault and second-degree assault. Naberaev was seen by a Maryland District Court Commissioner and was held without bond.
– Alexander Wilson, 26, Smyrna, DE: Driving a motor vehicle in a manner intended to cause wheel spinning, driving a motor vehicle in a manner intended to cause excessive noise, exhibition driving within a special event zone, special event-skidding, spinning wheels, excess noise, special event- negligent driving, negligent driving vehicle in a careless and imprudent manner, and driver changing lanes when unsafe. Wilson was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Alexander Mister, 21, Georgetown, DE: Arrest warrant-another agency. Mister was seen by a Maryland District Court Commissioner and was held without bond.
– Patrick Claro, 30, Ocean City, MD: Driving/attempting to drive while impaired by alcohol, driving/attempting to drive a vehicle while under influence of alcohol, driving/attempting to drive while impaired by alcohol/drugs, driving/attempting to drive while impaired by a controlled dangerous substance, driving a vehicle in violation of restricted license requirement, driving/attempting to drive a motor vehicle with alcohol in the blood in violation of the restriction, the person driving a motor vehicle on the highway on a suspended license, driving a motor vehicle while license suspended, and stopping/standing/parking vehicle on the sidewalk. Claro was seen by a Maryland District Court Commissioner and was held on a $3,500 secure bond.
– Nicholas Ellis, 33, Ocean City, MD: Resist/interfere with arrest, disorderly conduct, fighting knife (2 counts), and possession of an electronic weapon. Ellis was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Kevin Holderman, 58, Catasauqua, PA: Driving/attempting to drive while under the influence of alcohol per se, driving/attempting to drive a vehicle while under influence of alcohol, driving/attempting to drive while impaired by alcohol, reckless driving vehicle in a wanton and willful disregard for the safety of persons and property, driving a motor vehicle in the manner intended to cause wheel spinning, negligent driving vehicle in a careless and imprudent manner, failure to control vehicle speed on the highway to avoid a collision, exhibition driving within a special event zone, special event- negligent driving, and special event- skidding, spinning wheels, excess noise. Holderman was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Dustin Wilson, 18, Camden, DE: Disorderly conduct and failure to obey reasonable/lawful order. Wilson was seen by Maryland District Court Commissioner and was released on personal recognizance.
– Carlos Diaz, 30, Cambridge, MD: Possession of marijuana 10+ grams, driving a vehicle on a highway without current plates and tabs, and driving/attempting to drive a motor vehicle on a highway without the required license. Diaz was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Alusine Jah, 30, Baltimore, MD: Resist/interfere with arrest, possession/use of false government identification document (2 counts), fraud-per identification to avoid prosecution, false statement to a peace officer, obstructing and hindering, arrest warrant-other agency, bench warrant, passenger over 16 in the front seat of a motor vehicle without a seatbelt, possession of fictitious license and detainer (5 counts). Jah was seen by a Maryland District Court Commissioner and was held without bond.
– Joni Williamson, 40, Berlin, MD: Driving/attempting to drive a vehicle while under influence of alcohol, driving/attempting to drive while impaired by alcohol, failure of vehicle driver in an accident to locate and notify owner, unsafe backing of motor vehicle, driving a vehicle on highway without current plates and tabs, an attempt by the driver to elude uniformed police by feeling on foot, failure of the vehicle driver to stop after unattended vehicle, property damage, and displaying expired registration plate(s) issued by another state. Williamson was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Ryan Goff, 20, Mount Airy, MD: Driving/attempting to drive a vehicle while under influence of alcohol, driving/attempting to drive while impaired by alcohol, open container, driving a vehicle on the highway at speed exceeding the limit by 1-9 mph, special event zone-exceeding posted speed limit, and driving/attempting to drive a motor vehicle with alcohol in the blood in violation of the restriction. Goff was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Ashley Rapolla, 28, Baltimore, MD: Controlled dangerous substance possession-not marijuana, driving/attempting to drive while impaired by alcohol/drugs, driving/attempting to drive while impaired by alcohol, driving/attempting to drive while under the influence of alcohol per se, driving/attempting to drive while under the influence of alcohol, driver failure to obey properly placed traffic control device, driver failure to obey designated lane directions, driving a vehicle on the highway at speed exceeding the limit by 1-9 mph, failure to display license on demand, negligent driving vehicle in a careless and imprudent manner, driver changing lanes when unsafe, special event zone-exceeding posted speed limit, and special event-negligent driving. Rapolla was seen by a Maryland District Court Commissioner and released on personal recognizance.
– Hannah Brown, 21, Hillcrest Heights, MD: Controlled dangerous substance possession-not marijuana, driving/attempting to drive while under the influence of alcohol per se, driving/attempting to drive while impaired by alcohol (2 counts), driving//attempting to drive while impaired by alcohol/drugs, driving/attempting to drive a vehicle while impaired by a controlled dangerous substance, driving/attempting to drive a vehicle while under the influence of alcohol, reckless driving vehicle in wanton and willful disregard for the safety of persons and property, failure to slow to reasonable speed passing stopped emergency vehicle, driving a vehicle in violation of restricted license requirement, and negligent driving. Brown was seen by a Maryland District Court Commissioner and was released on personal recognizance.
– Shawn Johnson Jr, 23, Baltimore, MD: Fighting knife. Johnson was seen by Maryland District Court Commissioner and released on personal recognizance.
– Desirae Jolley, 27, Salisbury, MD: Driving/attempting to drive a motor vehicle on a highway without the required license, and driving a motor vehicle on a suspended/revoked operator license. Jolley was seen by a Maryland District Court Commissioner and was released on personal recognizance.
