Terry Mcgean
City MANAGER
Terry McGean received a B.S. degree in Civil Engineering from Texas A&M University. He is a registered professional engineer and ICMA Credentialed City Manager. He is a member of the International City Managers Association, American Society of Civil Engineers and the American Public Works Association. Terry served as the City Engineer since 1990. He was appointed as the City Manager in February 2022. Prior to his employment with the City, Mr. McGean was employed as a Design Engineer and Construction Manager by Post, Buckley, Schu and Jernigan, Civil Engineer Consultants.
Elton (JR) Harmon
Deputy City Manager
Elton (JR) Harmon received a B.A. degree from Salisbury University in 1991. In 2015, he became a graduate of Northwestern University's Center for Public Safety, School of Police Staff and Command (Class #374). Prior to his current role as Deputy City Manager, Elton served the Town of Ocean City for 27 years as a member of the Ocean City Police Department. As an officer, he served in every division within the agency and rose to the rank of Captain. As a Captain, Elton served as the Services/Administrative Division Commander and then the Patrol Division Commander.
