Welcome to the Town of Ocean City’s Finance Department. We are located on the first floor of City Hall at 3rd Street and Baltimore Avenue in downtown Ocean City. Our hours of operation are Monday – Friday, 8:00am to 4:30pm. The Finance Department is responsible for the administration, supervision and performance of all municipal functions related to finance, including accounts receivable, accounts payable, accounting and financial reporting, treasury and cash management, debt management, investments and payroll. The Department also prepares the Comprehensive Annual Financial Report that is audited by an independent auditing firm and publishes a summary of the report as well as a Report to Citizens for each fiscal year. It is our mission to ensure that the financial and fiscal activities of the Town are performed, recorded and presented in compliance with the professional and ethical standards. The Town of Ocean City has been awarded the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting for each year since 1988 and accredits this accomplishment to each department head; the Finance Department; City Manager; and the Mayor and City Council for striving to maintain strong internal financial controls and accurate financial reporting.
Charles Bireley, Jr., CPA
Chuck received a B.S. degree in Accounting from the University of Delaware in 1985 and he is a licensed certified public accountant. He is a member of the American Institute of Certified Public Accountants and the Delaware Society of CPA’s. Chuck began working for the Town of Ocean City in 2015 as the Assistant Finance Administrator. He was appointed Finance Director in February 2018.
Shawn P. Bunting, CPA
Assistant Finance Director
Shawn has been the Town’s Assistant Finance Director since March 2018. Prior to working for the Town, Shawn was employed by a regional public accounting firm where the majority of his time was spent auditing local governments, financial institutions, and nonprofits. Shawn obtained his BS in Accounting from Salisbury University and is a licensed Maryland CPA. Shawn lives in Berlin, Maryland with his wife and three kids. In addition to traveling and spending time with his family, Shawn enjoys surfing, golfing, and staying as active as possible.
Brian received his B.S. in Comprehensive Business Management in 2006 and has been employed by the Town of Ocean City since March 2008. During his tenure with the Town of Ocean City Brian has worked for the Finance Department in various capacities such as; Revenue Specialist, Accountant and currently the Revenue Supervisor. Brian lives in Salisbury, Maryland with his wife and two children.
