Hal O. Adkins: Public Works Director, Hal received a B.S. degree in Construction Management-Engineering from the Department of Industrial Education and Technology at the University of Maryland Eastern Shore, graduating Summa Cum Laude. Prior to becoming the Town’s first Public Works Director in 1989, he served as an Engineer I for the Town’s Engineering Department and as the Town’s first Plans Examiner for the Department of Planning and Community Development. His employment with the Town began in May 1984.

He successfully obtained City Manager credentialing in 2017 through the International City/County Management Association. In June 2017, he was named Employee of the Year by the Maryland Municipal League and the Maryland City and County Managers Association.

He is currently an active member of the American Public Works Association (where he has been recognized as a Public Works Leadership Fellow, “PWLF”), the American Water Works Association, the Solid Waste Association of North America, the Community Transportation Association, and the American Society of Civil Engineers.

Woody Vickers: Deputy Director Elwood D. “Woody” Vickers III grew up in Millville, Delaware, graduated from Indian River High School, and later attended both Salisbury University and Wilmington College. Woody began his career in the poultry industry, working for 16 years as a Wastewater Treatment Manager and an Environmental Manager Trainee for Perdue Farms.

Before joining the Town of Ocean City in October 2013, he served as the Public Works Director of Laurel, Delaware, for 8½ years. During his tenure in Laurel, Woody oversaw numerous projects, including the design and construction of a major upgrade to the town’s wastewater treatment plant and various water, sewer, and stormwater infrastructure improvements. He also implemented the town’s first set of Standard Specifications and Details for Public Works Construction.

Woody is a licensed Wastewater and Water Operator in Maryland and Delaware. He is currently a member of the American Water Works Association, the Maryland and Delaware Rural Water Association, and an active member of the Water Environment Federation.

Scott Wagner: Deputy Director Scott received a B.S. degree in Business Management from the University of Phoenix. He began his career in the gas industry, working for Linde, Inc. for 20 years, managing the Environmental, Rare Gas, and Medical Departments before moving to the Eastern Shore.

Prior to joining the town of Ocean City, Scott worked at Matheson Gas for 4½ years as a Site Manager, overseeing the Salisbury and Easton locations. He also worked with the Mid-Atlantic Region as a Six Sigma Green Belt, where he was responsible for saving money and tracking savings in the region and at both sites. Additionally, Scott served as the Procurement Manager for 2 years before joining the Public Works department.

Dean M. Dashiell: Senior Project Manager Dean joined the Town of Ocean City in 1999 after 30 years in the private construction industry. His previous construction experience began as an Apprentice Carpenter, progressing to Union Journeyman Carpenter and Journeyman Steelworker. Ultimately, he advanced to the position of Senior Project Manager, overseeing projects totaling $32 million before coming to the Town of Ocean City.

He is an Associate Member of the American Institute of Architects, certified by NASSCO for Infrastructure Rehabilitation, and a member of the Ocean City Volunteer Fire Company.

Jaime Giandomenico: Airport Manager – Before joining the Town of Ocean City in August 2011, Jaime was the manager of the Bay Bridge Airport in Stevensville, Maryland. Previously, he worked as an Aviation Systems Planner for the Maryland Aviation Administration. Jaime is a private pilot and holds an FAA mechanic’s certificate with Inspection Authorization privileges. He is currently the president of the Maryland Airport Managers Association.

Brian Scarborough: Solid Waste Manager Brian has been employed by the Town of Ocean City since 1984. He began his career with the Town as a Seasonal Solid Waste Truck Driver and attended Delaware Technical Community College for Truck Driver Training and Communications in between working with the Town. In March 1985, he was hired full-time with the Town of Ocean City’s Division of Solid Waste. In March 2003, he was promoted to Supervisor of the Division of Solid Waste.

During his tenure with the Town, Brian has been an active member of the Public Works Safety Committee and has participated in various Train the Trainer programs.

Elton “Randy” Bradford: Superintendent of Wastewater – Mr. Bradford attended Western Maryland College and Salisbury State College. He began working with the Ocean City Wastewater Department in February 1981 as a Plant Operator. He is a licensed operator and superintendent in the State of Maryland. He is also an active member of the Water Environment Federation and the Water and Wastewater Operators Association of Maryland, Delaware, and the District of Columbia.

Dan Cole

Daniel Cole: Superintendent of Water – Daniel Cole began his employment with the Town of Ocean City in 2003 and became Chief Operator in 2019. He received his water superintendent license in 2017. Cole is currently a member of Maryland Rural Water and the Water & Waste Operators Association of America.

Adam Ruark: Fleet Manager Adam grew up in Berlin, MD, and attended Stephen Decatur High School, where he participated in the vocational-technical program, completing dual tracks in auto and HVAC. While in school, he also volunteered for the Berlin Fire Department.

After high school, Adam started as a helper in the auto business and worked his way up to become a certified master technician for Dodge, Chrysler, Jeep, and Ram at a local dealership in Berlin by attending the FCA Academy. He eventually became the lead tech.

Adam joined the Town of Ocean City in 2017 as a Tech 2 and was later promoted to Fleet Manager.

Thomas B. Dy: Maintenance Manager Upon accepting his position with the Town in February 2006, Thomas moved to the Ocean City area from the Washington, DC metropolitan area, where he lived and worked for over 30 years. He attended Montgomery College and spent over 18 years in a career encompassing various positions, including corporate management.

Thomas spent his first seven years with the Town as a Supervisor in Public Works Maintenance and currently holds the position of Manager of the Public Works Maintenance Division. Ocean City is a town Thomas and his family love, and he is proud to be part of the team helping to maintain Ocean City’s reputation as one of the finest family ocean resort towns.

Gregory “Greg” L. Dale, Sr.: Construction Manager Greg grew up in Snow Hill, Maryland, and graduated from Snow Hill High School. He began his employment with the Town of Ocean City in 1982 as a Public Works general laborer. Over the years, he worked his way up, being promoted to a Crew Leader in the Public Works Construction Division. Greg has served as Public Works Construction Supervisor for many years and was most recently promoted to Public Works Construction Manager.

Despite his career progression, Greg remains connected to his roots in Snow Hill, where he still resides with his wife, Regina.

Rob Shearman, Jr.

Rob Shearman, Jr.: Transportation Manager Rob began his transportation career in 1995 as a student bus driver at the University of Maryland, College Park. He eventually worked his way up to running the Charter division, overseeing all charter and special event bus and shuttle needs for the campus. In 2018, he became the Transportation Manager for Johns Hopkins University in Baltimore before joining the Town of Ocean City in 2022.

In addition to his transportation expertise, Rob has experience in public safety communications. He and his wife, Kristin, now live in Ocean Pines. Rob has been a frequent visitor to Ocean City his entire life and is proud to call the area his new permanent home.
