BUDGET HIGHLIGHTS:

PERSONNEL CHANGES:

Parking revenue has been shown to offset the expenses of the newly formed Parking division. Traditionally, parking revenue is shown under Public Works Maintenance. The remainder of the Parking revenue is still being shown in the Public Works Maintenance summary. Parking revenue is anticipated to increase $192,000 and Parking Fine revenue is anticipated to increase $315,000 due to the formation of the new parking division.

CHANGES IN OPERATIONS:

A full-time Parking Manager was added to the FY 25 budget. Part-time employees include a Lead Enforcement Officer, Enforcement Officers, Inlet Lot Ambassadors, and one employee assigned to the Money Room at Transportation. The Inlet Lot Ambassadors and the Money Room employee were expensed in the Public Works Maintenance division previously. The Lead Enforcement Officer and the Enforcement Officers are additional staff. There are two full-time and several part- time positions in the Impound Lot division. In the Impound Lot division, funding has been increased to $20,022 for seasonal employees. Health insurance, retirement and unemployment allocations decrease, while worker’s compensation increases.

SUMMARY COMMENTS:

Actual expenses for FY 23 and FY 24 reflect expenses of the Public Works Parking maintenance division previously charged to Parking. Contracted Services includes $253,631 in fees for the new contract with Duncan systems, and $10,000 for the services of the Parking consultant for July through October. Credit card fees for parking are also expensed in this division and have been included at $235,000. Maintenance for the ticket booth and for the signs located at 4th street and 100th street lots have been included in this division. Supplies funded for this division are general office supplies and uniforms for the part-time staff. Vehicle supplies and maintenance are for the two vehicles assigned to the Parking division. Interdepartmental allocations decrease. Operating expenses for the Impound Lot division are minimal, but include repairs on the gate, rental of the office trailer and fence, forms and cleaning supplies for the fuel depot.
